- Overview spreadsheet amendments 20 November - European Digital Democracy: Sovereignty, Rights and Online Safety

Short introduction

Artificial intelligence and digital technologies are transforming our societies. Over 90% of European data is stored on servers controlled by non-EU companies such as Google, Amazon or Microsoft, while five global giants dominate more than 70% of the EU digital market. This dependence threatens Europe’s sovereignty, security and democracy. The European Greens call for a digital future based on sovereignty, ethics and fairness, with strong rights-based regulation and effective protections for all.

Main body

1. Digital sovereignty and transparency.

Europe’s digital infrastructures and social platforms are dominated by Google, Apple, Meta, Amazon and Microsoft. TikTok, operated from China, handles the data of over 125 million EU citizens, while Chinese AI systems export models based on surveillance and censorship. With 90% of European data processed abroad, this dependence undermines our sovereignty, security and democracy.

To regain control, the EU must act not only through regulation but also through its market power. Public procurement should be used as a lever to support the adoption and scaling of open and interoperable European alternatives to Big Tech. At the same time, social media infrastructures must be opened up to third-party users, preventing monopolies and limiting the addictive potential of algorithms that weaken pluralism. Finally, Big Tech lobbying must be strongly supervised and radically transparent, with an obligation to disclose which political parties are targeting citizens with paid content on their platforms.

2. Human impact.

AI-driven manipulation has direct consequences on people’s lives.

Studies show that 96% of deepfakes are pornographic, with over 90% targeting women. Such content, which circulates widely on platforms such as Pornhub, X, or Telegram, fuels harassment, blackmail, and trauma.

Children and young people are particularly exposed: European teenagers spend an average of 3 hours per day on social media (EU Kids Online 2022), where addictive feeds increase risks of scams, explicit and violent content and disinformation. Current recommender systems based on behavioural analysis make the problem even worse. According to a 2023 Amnesty International report, after only a few hours on TikTok, test accounts created as teenagers were quickly shown harmful content — within 3 to 20 minutes, more than half of the recommended videos were about self-harm, depression, or suicide.

Beyond children, vulnerable groups are being deliberately targeted. Meta was fined €390 million in 2023 by the Irish Data Protection Commission for forcing users into behavioural advertising without consent, a clear violation of the GDPR. Later that year, the European Data Protection Board imposed a record €1.2 billion fine for illegal data transfers to the United States.

Investigations have also revealed how Meta and Google secretly partnered to target teenagers (13–17 years old) with ads promoting Instagram on YouTube, bypassing EU restrictions on advertising to minors. Meanwhile, studies show that 73% of European Facebook users are classified under sensitive categories such as health, religion, or sexual orientation for ad targeting.

These practices show that the threat is not just about who owns the platforms, but about how the system itself operates, exploiting emotions, vulnerabilities, and even mental health for profit.

3. Environmental and global impact.

Digital technologies also have a heavy ecological footprint. Data centres already consume around 3% of EU electricity and could reach 10% by 2030 (EEA). Training large AI models and expanding cloud infrastructures will further increase emissions unless strict standards are enforced. A sovereign digital transition must also be a sustainable one, aligned with the Green Deal and the 1.5°C pathway.

At the same time, the EU must address the global dimension of behavioural analysis technologies. From mass surveillance in authoritarian regimes to political manipulation from social media platforms and exploitative mining of rare materials, Europe’s choices have global consequences. Sovereignty cannot mean isolation: it must mean responsibility. A Green Europe must set standards that protect democracy, human rights and the environment worldwide.

Demands

The European Green Party calls for:

1. A European strategy for digital sovereignty and transparency, including open standards, ethical AI, radical lobbying transparency, and strict regulation of dominant platforms.

2. Strong regulation on platform interoperability and by using opportunities to promote opening up the social network infrastructure so users can access third-party applications, such as recommender systems, and allowing third party additional applications.

3.Safe and democratic digital environments must become the norm, by switching off recommender systems by default, banning behavioural profiling of minors, and enforcing algorithmic transparency to safeguard pluralism.

4. Promote a fair and sustainable digital transition by ensuring interoperability between systems and platforms, preventing technological lock-in and guaranteeing users’ freedom of choice through open standards, data portability and security.

5. Ensuring fair taxation and European sovereignty funding, making Big Tech pay what they owe, and guaranteeing that part of these revenues finances the EU digital strategy to strengthen Europe’s sovereignty.

Background

90% of EU data is stored outside the EU — European Commission, European Data Strategy (2023).

GAFAM control over 70% of the EU digital market — BEUC, Big Tech Market Dominance Report (2022).

TikTok processes data from 125 million EU users — European Commission, Digital Services Act Factsheet (2023).

Chinese AI systems (Baidu ERNIE Bot, iFlytek Spark) operate under state-supervised censorship — Reuters, China expands AI rollout under state supervision (2024).

96% of deepfakes are pornographic, with over 90% targeting women — Sensity AI, State of Deepfakes Report (2021).

Amnesty International (2023) found that within 3–20 minutes on TikTok, teenage test accounts were shown self-harm, depression or suicide-related content — Amnesty International, TikTok risks pushing children towards harmful content (2023).

Meta fined €390 million by the Irish Data Protection Commission (2023) for behavioural advertising without consent, and €1.2 billion by the European Data Protection Board (2023) for illegal data transfers to the US — AP News / EDPB.

Meta and Google investigated in 2024 for a secret ad partnership targeting 13–17 year olds on YouTube — Reuters, Brussels probes Google–Meta ad deal (2024).

73% of European Facebook users classified under sensitive categories (health, religion, orientation) for ad targeting — University of Carlos III of Madrid, ArXiv (2018).

Over 75% of European voice-scam victims reported financial losses — McAfee, Voice Cloning Report (2023); Europol, IOCTA (2023).

EU teenagers spend an average of 3 hours per day on social media — EU Kids Online Survey (2022), LSE.

Data centres account for 3% of EU electricity use today, projected to reach 10% by 2030 — European Environment Agency, Digitalisation and Environment (2022).

Interoperability, open standards and data portability identified as key to prevent technological lock-in — European Commission, Interoperable Europe Act (2023).

Co-tabling parties

Green Party of England and Wales, UK, Fesl Reza-Khan

Les Ecologistes, France, Raphaëlle Remy-Leleu

Miljøpartiet De Grønne, Norway, David Jourdan

Party board/leadership support

Would you like to request language review of the text?

The Portuguese example demonstrates the urgency of this need. Since the 1990s, significant portions of the country´s rail network have been de-activated, while roads and highways have been massively expanded. Lisbon has lost
its direct train connection to Madrid and the broader European network.

Across Europe, there are many similar stories. Public transport and rail networks have been dismantled and left to decay due to underinvestment and privatisation. Night trains have been discontinued or left without improvements, reducing alternatives to short-haul flights.

Meanwhile, airports and roads keep expanding. Projects such as the expansion of Barcelona and Heathrow airports, the port of Valencia, and new motorways in Belgium contradict the European Green Deal, the Biodiversity Strategy, and the EU’s climate commitments. Europe’s infrastructure model still depends excessively on cars and planes, while trains — the most reliable, sustainable, and socially equitable mode of transport — remain underfunded and underdeveloped, leading to decreased quality and safety. According to a 2023 Greenpeace report, Europe’s rail network shrunk by 6.5% over the past 30 years, while motorways grew by over 60%.

The Greens call for a radical shift in European infrastructure policy, placing rail at the heart of European mobility and the green transition.

Main body

Shifting EU Transport Policy to a Sustainable Model

Europe’s current transport model is unsustainable, unjust, and increasingly incompatible with climate goals. The mass use of cars, proliferation of flights, and the high cost of train journeys favour the wealthiest and exclude peripheral areas, exacerbating mobility poverty. At the same time, large destructive infrastructure projects are further increasing emissions, destroying habitats, and undermining the goal of climate neutrality by 2050, while jeopardising energy sovereignty, geopolitical autonomy, and security .

Increased aviation and road traffic produce high greenhouse gas emissions, as well as noise and air pollution, that harm public health. Despite this, subsidies are still flowing disproportionately toward aviation, with kerosene still tax-free and touristification rising. Road traffic represents as much as 20% of Europe’s total emissions, but governments insist on expanding motorways, inducing further demand, while online shopping and last-mile logistics add even further pressure.

Europe’s infrastructure model remains based on the outdated belief that massive road and port expansion drives economic growth. Human- and nature centred means of transportation are overlooked and disregarded. The current model places disproportionate pressure on cities and fragile ecosystems, particularly in peripheral regions, where access to mobility, economic opportunities and social services remains limited. Sustainable mobility should be seen as a meta-right, necessary to exercise other rights, not an economic privilege.

If Europe continues this path, it will remain geopolitically fragile, economically inefficient and socially unequal. It will be impossible to achieve carbon neutrality by 2050, mitigate climate change and protect life on Earth. A fundamental shift toward sustainable transport centred on rail is essential to protect the planet, ensure energy independence, and guarantee fair mobility for all citizens.

Demands

Gathered in Lisbon the European Greens demand:

– A massive European investment plan in the rail network, including high-speed lines, cross-border connections, and the renaissance of night trains connecting European cities

– Affordable train prices that make rail competitive with cars and planes

– An end to unfair aviation subsidies

– An end to fiscal exemptions for flight tickets, and the regulation of low-cost flights

– An immediate moratorium on airport and port expansions in Europe

– The immediate end to night flights

– Prioritisation of rail freight and local distribution hubs instead of endless last-mile delivery vans

The European Greens propose to:

– Build a European rail system that guarantees affordable mobility, protects biodiversity, and reduces Europe’s dependence on fossil fuels

– Learn from countries that have efficient and innovative public transport systems, like Luxembourg, Japan, South Korea and Switzerland

– Create a single, integrated train booking system for travel across all Europe, following the model of a single-ticket system currently used in European countries

– Build rail lines in ways that minimise environmental damage, e.g. through bridges and tunnels, and ensure accessibility and sufficient space for people with disabilities and visual impairments

– Make rail the backbone of Europe’s transport system, both for people and freight, replacing short-haul flights and reducing car dependency

- Create a EU-funded pool of rolling stock (including for night trains) available for leasing by undertakings

Background

it is proposed to add the examples in this section

Co-tabling parties

Victor Cavaco - Os Verdes Portugal, international@osverdes.pt

Oriol Muñoz Gual - Esquerra Verde Spain, oriolmunozgual@gmail.com

David Jourdan - Norwegian Greens, dcjourdan@gmail.com

Marco Vujacic - Serbia Greens, marko.vujacic@zelenolevifront.rs

Rodolfo Coloma - Verdes EQUO Spain, rodolfocoloma@gmail.com

Party board/leadership support

Yes

Would you like to request language review of the text?

From natural disasters such as floods and wildfires to economic shocks, infrastructure collapse, and hybrid and cyber threats, crises are disrupting our societies and undermining our wellbeing with growing frequency.

As the changing geo-economic and geopolitical landscape impacts Europe’s ability to stand up for its values, Green solutions that are ecologically, socially, and economically sustainable are needed to improve our societies’ resilience and crisis preparedness.

Main body

While other political movements propose turning inwards and slowing down necessary reforms in the name of safety and security, the Green approach focuses on renewal, cooperation, community and unity in ensuring civilian security and the ability to manage crises. It ranges from ensuring timely processes and resources for emergency response and assistance, effective measures for preparing for crises and mitigating their impacts in advance, and building societal resilience faced with longer-term trends that impact how our societies function. Our approach prioritises human security, environmental and social sustainability, and democratic accountability, and shifts the focus beyond more traditional hard security. Beyond responding to threats and crises, we also focus on root causes, such as the climate crisis.

The Green approach has a strong emphasis on community-based safety strategies, investing in local services and their resilience, and building the necessary infrastructure capable of withstanding various shocks.

Therefore the European Green Party

Demands

Recognises the need for European cooperation and policies to build safer and more resilient societies. - Overview spreadsheet amendments 20 November - No more victims: stop femicide in Europe

Short introduction

The Istanbul Convention condemns all forms of violence against women and calls for special measures and legislation to prevent and protect women from gender-based violence.[1] However, as femicide is not mentioned in the Convention, the European Greens are calling to amend the Istanbul Convention to include gender-related killings as the most brutal and extreme manifestation of violence against women and girls and elaborate urgent and adequate measures to stop femicide worldwide. Furthermore, the European Greens are calling upon European governments to combat femicide and take urgent actions on prevention, protection and reporting.

Main body

Femicide is one of the most dramatic and poignant problems in our societies.
Between 2012 and 2022, 14,000 intentional homicides of women took place in the European Union alone. In most cases, women and girls were murdered by (ex)-partners or family members.

The gruesome statistics show high incidences of femicide in our countries. In 2022, women were killed by (ex) partners or family members 120 times in Italy, 118 times in France and 113 times in Germany. The actual figures are probably higher since femicide cases are underreported as not all murder cases of women are recognised as such due to inconsistencies in femicide-related statistics.

Femicide was recognised for the first time at United Nations level in 2013 through the Declaration of Vienna. The declaration identifies a long list of different types of femicide such as killing of women and girls in the name of “honour”, because of sexual orientation, as targets in armed conflicts, or due to accusation of witchcraft, to name a few. Femicide is driven by discrimination against women and girls, unequal power relations, stereotypes and harmful social norms. Numbers are rising worldwide. Women in the public eye, such as politicians, activists and journalists, are often targets of online and offline violence.

Unfortunately, there is no standard definition of femicide agreed between member states of the Council of Europe. The lack of a uniform definition is an obstacle to measuring femicide, which therefore risks becoming invisible in general homicide data.

Femicide is predictable in most cases and could be prevented if early signs are detected and measures taken. Femicide is often preceded by other forms of partner violence such as physical abuse, controlling behaviour, coercion, and stalking. In our view, the Council of Europe Member States should implement
adequate measures against potential perpetrators and provide safety measures for victims.

Gender-based violence underscores the disparities faced by women, particularly in terms of their safety and psychological and physical integrity. These disparities are linked to their condition as “second-class citizens”. Progress to reach gender equality in Europe is slow. The European Union’s knowledge centre on Gender Equality (EIGE) estimates that at the current pace, gender equality – as per gender equality index – will not be reached before 2080!

Demands

The European Greens stand in full solidarity with women and girls, as potential victims of femicide. We will seek to amend the Istanbul Convention to include femicide as the most brutal and extreme manifestation of violence against women and develop urgent measures to halt the killing of women and girls.

The European Greens call upon the governments of the Council of Europe member states to develop action plans to stop femicide, which should include:

a clear and uniform definition of femicide in the legislation

safety measures for women and girls on the streets and in public places

special training programmes for police officers, prosecutors and judges

developing early warning systems and provide safety and protection for potential victims

taking measures against potential perpetrators, such as wearing electronic monitoring devices

keeping accurate data and consistently report on femicide cases in the European countries (for instance by using the UN framework for measuring femicide)

increasing efforts to combat all forms of discrimination and violence against women and girls

Background

[1] Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence

Co-tabling parties

Partido Ecologista Os Verdes - Maria Jose Vieira (maria.vieira.tr99@gmail.com)

Green Left Front - Natalija Simovic (natalija.simovic@zelenolevifront.rs)

Green Party Romania - Rodica Barbuta (rodi4ana@gmail.com)

Green Party France - Raphaelle Remy-Leleu (raphaelle.rl@gmail.com)

Party board/leadership support

Yes

Would you like to request language review of the text?

Yes
