AM-61-2 to R5: No more victims: stop femicide in Europe

The European Greens stand in full solidarity with women and girls, as potential
victims of femicide. We will seek to amend the Istanbul Convention to include
femicide as the most brutal and extreme manifestation of violence against women
and develop urgent measures to halt the killing of women and girls.

The European Greens call upon the governments of the Council of Europe member
states to develop action plans to stop femicide, which should include:

• a clear and uniform definition of femicide in the legislation

• safety measures for women and girls on the streets and in public places

• special training programmes for police officers, prosecutors and judges

• developing early warning systems and provide safety and protection for
  potential victims

• taking measures against potential perpetrators, such as wearing electronic
  monitoring devices

• keeping accurate data and consistently report on femicide cases in the
  European countries (for instance by using the UN framework for measuring
  femicide)

• increasing efforts to combat all forms of discrimination and violence
  against women and girls

• strengthening prevention efforts, including the active engagement and participation of men and boys in promoting gender equality and in preventing and eliminating all forms of violence against women and girls
