We believe that in this political moment asking to amend the Istanbul Convention would entail reopening it, which would require re-ratification by all parties. Given that some countries have already threatened to withdraw, we do not believe this would be a wise move, as it could ultimately weaken the Convention as a whole.
Furthermore, although the term feminicide is not explicitly mentioned in the Convention, the Explanatory Report to the Istanbul Convention clarifies in Article 35 that it includes “violence resulting in the death of the victim,” and in Article 50 that “measures should be taken to prevent the most blatant forms of violence, namely murder or attempted murder.” This means that feminicide is already covered. GREVIO (the expert monitoring body of the Istanbul Convention) itself argues that killings are encompassed under the criminalisation of violence and the obligation of prevention (Articles 35 and 50). Moreover, GREVIO will soon publish General Recommendation No. 2 on gender-related killings (femicides).
Demanding an explicit inclusion of feminicide in the Convention could undermine the argument that it is already implicitly covered.
